Universal Infant Hearing Screening Passes Legislature! The Texas Legislature recently passed House Bill 714, which states that
universal infant hearing screening will be mandated for all babies. The
bill took effect on September 1, 1999. In May, 2000, those hospitals birthing
1000 or more babies per year will need to comply. Those hospitals birthing
less than 1000 births per year will need to comply at a later date. This
is a great step for our children. By providing hearing screening at birth,
we will be able to identify those children with hearing losses, and therefore
begin the necessary remediation so they will be able to develop the speech
